[Description]
-Manages any and all generators and reactors
-Control startup and run of Impacts and Thorium Reactors.
-Saves resources by shutting plants (not impacts) when batteries reach high levels. less efficient generators like combustion and RTG cut out at 50% battery, other more efficient ones like steam, diff and thor will fill your batteries. Impacts never stop.

-Self-starts thorium reactors.
-Determines optimal time to start impacts based on input power, system load, stored battery power, and overdrive influence.
-Overdrive will be enabled when sufficient power to do so.
-Split-brain function lets you have multiple controllers in a large power plant controlling different reactors. just connect all controllers to the same memcell.
-shuts off generators if coolant gets low, so efficiency stays high when in poor water conditions or if plant takes damage.

-Connect to as many generators or impacts as you can.
-Limit Thorium Reactor connections to 7 for safe coolant monitoring.
-Large impact schemactics can use multiple controllers, just link them all to the same memcell for the whole system to act as one.
-link a switch and turn it on for the schem to run continuously and ignore fuel saving.
